Executive Order: Blocking Property of Additional Persons in Connection with the National Emergency with Respect to Syria

I, GEORGE W. BUSH, President of the United States of America, find that the Government of Syria continues to engage in certain conduct that formed the basis for the national emergency declared in Executive Order 13338 of May 11, 2004, including but not limited to undermining efforts with respect to the stabilization of Iraq. I further find that the conduct of certain members of the Government of Syria and other persons contributing to public corruption related to Syria, including by misusing Syrian public assets or by misusing public authority, entrenches and enriches the Government of Syria and its supporters and thereby enables the Government of Syria to continue to engage in certain conduct that formed the basis for the national emergency declared in Executive Order 13338.

Pursuant to the International Emergency Economic Powers Act, as amended (50 U.S.C. 1701 et seq.)(IEEPA), I hereby report that I have issued an Executive Order taking additional steps with respect to the Government of Syria's continued engagement in certain conduct that formed the basis for the national emergency declared in Executive Order 13338 of May 11, 2004, including but not limited to its efforts to undermine the stabilization and reconstruction of Iraq.

Today a bipartisan majority of the House of Representatives voted down a bill that would have temporarily extended the Protect America Act ("PAA") an additional 21 days beyond its current expiration date of this Saturday, February 16, 2008. We commend the House for rejecting this misguided legislation that fails to provide a long-term foundation for our Intelligence Community to monitor terrorist communications quickly and effectively. In addition, this bill failed to provide liability protection for companies that did the right thing and assisted our efforts to defend America after the attacks of September 11. At a time when our enemies could be plotting against us, patchwork extensions of critical national security tools do not give our Intelligence Community the certainty they need to protect our Nation. Nor do they give needed certainty to our private partners, whose assistance is so vital to our intelligence efforts.

President Bush Discusses Protect America Act

President Bush on Wednesday said, "Congress has had over six months to discuss and deliberate. The time for debate is over. I will not accept any temporary extension. House members have had plenty of time to pass a good bill. They have already been given a two-week extension beyond the deadline they set for themselves. If Republicans and Democrats in the Senate can come together on a good piece of legislation, there is no reason why Republicans and Democrats in the House cannot pass the Senate bill immediately."

Memorandum for the Secretary Of State

Consistent with the authority contained in section 604 of the Foreign Relations Authorization Act, Fiscal Year 2003 (Public Law 107-228)(the "Act"), and with reference to the determinations set out in the report to be transmitted to the Congress pursuant to section 603 of that Act regarding noncompliance by the Palestine Liberation Organization and the Palestinian Authority with certain commitments, I hereby impose the sanction set out in section 604(a)(2), "Downgrade in Status of the PLO Office in the United States." This sanction is imposed for a period of 180 days from the date hereof or until such time as the next report required by section 603 of the Act is transmitted to the Congress, whichever is later. You are authorized and directed to transmit to the appropriate congressional committees the report described in section 603 of the Act.

Fact Sheet: The Heart Truth: Helping Prevent Heart Disease in Women

Today, President and Mrs. Bush hosted a Heart Truth reception at the White House to celebrate the fifth year of Mrs. Bush's service as ambassador to raise heart disease awareness. Among the President and Mrs. Bush's guests were heart disease survivor Candice Stauffer, fashion designers Mark Badgley, James Mischka, and Narciso Rodriguez, and journalist Natalie Morales. Eighty million Americans suffer from heart disease, which is the number one cause of death for American men and women. Even though women are more likely than men to die from this condition, many women are not aware of the risks associated with not taking preventive action.

President Bush on Monday said, "This report indicates that our economy is structurally sound for the long term, and that we're dealing with uncertainties in the short term. And therefore, what should we do about it? Well, I'm so pleased that the Congress and the administration worked closely together to pass a robust pro-growth package to deal with the uncertainty. That package is about $160 billion-plus. What that means is, it means that money will be going directly to America -- workers and families and individuals. It also means that there is incentives for American businesses."
