Statement by the Press Secretary on SCHIP
President Bush strongly supports reauthorizing the State Children's
Health Insurance Program (SCHIP) in a way that puts poor children
first, so he is pleased the House of Representatives voted today to
sustain his veto of misguided legislation that would have expanded
SCHIP to higher income households while increasing taxes.

Message to the Congress of the United States
I transmit to the Congress, pursuant to sections 123 b. and 123 d. of
the Atomic Energy Act of 1954, as amended (42 U.S.C. 2153(b),(d))(the
"Act"), the text of the proposed Agreement for Cooperation between the
United States of America and the Republic of Turkey Concerning
Peaceful Uses of Nuclear Energy (the "Agreement") together with a copy
of the unclassified Nuclear Proliferation Assessment Statement (NPAS)
and of my approval of the proposed Agreement and determination that
the proposed Agreement will promote, and will not constitute an
unreasonable risk to, the common defense and security. The Secretary
of State will submit the classified NPAS and accompanying annexes
separately in appropriate secure channels.

President Bush Participates in Briefing with Mayors on Free Trade Agreements
President Bush on Wednesday said, "We've got mayors from both political parties here. We didn't have a
political discussion, we had a discussion on what's best for America,
particularly given the economic uncertainty we face. I talked to them
about my desire to work with the Congress to get a stimulus package
passed, one that's going to be robust enough to affect the economy,
simple enough for people to understand it, and efficient enough to
have an impact. And I'm confident that we can get something done.
There's a spirit of -- that is -- that says we need to take a
fundamentally strong economy and help it deal with the uncertainties
with a pro-growth package."

President Bush on Tuesday said, "Earlier today I signed an executive order establishing the President's Advisory Council on Financial Literacy. I have asked people from the business world, the faith world, the non-profit world, to join this council in order to come up with recommendations as to how to better educate people from all walks of life about matters pertaining to their finances and their future."

President Bush Speaks to March for Life Rally Participants
President Bush on Tuesday said, "Thirty-five years ago today the United States Supreme Court declared
and decided that under the law an unborn child is not considered a
person. But we know many things about the unborn. Biology confirms
that from the start each unborn child is a separate individual with
his or her own genetic code. Babies can now survive outside the
mother's womb at younger and younger ages. And the fingers and toes
and beating hearts that we can see on an unborn child's ultrasound
come with something that we cannot see: a soul."

Statement on U.S. Export Control Reform Directives
The President signed today a package of directives that will ensure
the United States' export control policies and practices support the
National Security Strategy of 2006, while facilitating the United
States' continued international economic and technological leadership.
These new directives will advance a more efficient and transparent
export licensing process and enhance dispute resolution mechanisms.
They will also help ensure proper levels of control for continued U.S.
economic competitiveness and innovation while protecting national
security. The Directives are intended to clarify and strengthen the
ability of the U.S. Government to monitor and deny U.S. controlled
goods, services or technologies to a potential enemy.

Executive Order: Establishing the President's Advisory Council on Financial Literacy
Section 1. Policy. To help keep America competitive and assist the
American people in understanding and addressing financial matters, it
is the policy of the Federal Government to encourage financial
literacy among the American people.
Sec. 2. Establishment of the Council. There is established within the
Department of the Treasury the President's Advisory Council on
Financial Literacy (Council).
Sec. 3. Membership and Operation of the Council. (a) The Council shall
consist of 19 members appointed by the President from among
individuals not employed by the Federal Government, consistent with
subsection (b) of this section.

Fact Sheet: Congress Must Act Now to Keep a Critical Intelligence Gap Closed
"The Protect America Act expires in just 10 days, yet after nearly six months of delay, Congress has still not taken the necessary action to keep our Nation safe. The terrorist threat we face does not expire on February 1. For the sake of our national security, Congress must act now to send the President a bill that keeps a critical intelligence gap permanently closed and provides meaningful liability protection for companies that may have assisted in efforts to defend America following the 9/11 attacks."

President Bush Visits Martin Luther King, Jr., Memorial Library
President Bush on Monday said, "First of all, Martin Luther King Day means two things to me. One is the opportunity to renew our deep desire for America to be a land of promise for everybody, a land of justice, and a land of opportunity. It's also an opportunity to serve our fellow citizens. They say Martin Luther King Day is not a day off, it should be a day on. In his weekly radio address, President Bush said, "Passing a new growth package is our most pressing economic priority. And when that is done, Congress must turn to the most important economic priority for our country -- making sure the tax relief now in place is not taken away from you. ...I am optimistic about our economy, because people like you have shown time and again that Americans are the most industrious, creative, and enterprising people in the world. Text of a Letter from the President to the Speaker of the House of Representatives and the President of the Senate
Section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d))
provides for the automatic termination of a national emergency unless,
prior to the anniversary date of its declaration, the President
publishes in the Federal Register and transmits to the Congress a
notice stating that the emergency is to continue in effect beyond the
anniversary date. In accordance with this provision, I have sent to
the Federal Register for publication the enclosed notice, stating that
the emergency declared with respect to foreign terrorists who threaten
to disrupt the Middle East peace process is to continue in effect
beyond January 23, 2008.

Notice: Continuation of the National Emergency with Respect to Terrorists Who Threaten to Disrupt the Middle East Peace Process
Because these terrorist activities continue to threaten the Middle
East peace process and to pose an unusual and extraordinary threat to
the national security, foreign policy, and economy of the United
States, the national emergency declared on January 23, 1995, as
expanded on August 20, 1998, and the measures adopted on those dates
to deal with that emergency must continue in effect beyond January 23,
2008. Therefore, in accordance with section 202(d) of the National
Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the
national emergency with respect to foreign terrorists who threaten to
disrupt the Middle East peace process.
